If two State Governments take opposing views, the Central Government can intervene and give a direction. I remember that in the draft Bill that was introduced in the House in 2004 there was no mention about the role of the State Government. After taking into consideration the views of all political parties, it was included that there should be consultation with the State Government in this matter. Even after consulting the State Governments, the Minorities Commission can take its own view. In this Bill, even that consultation role given to the States earlier has bene done away with . I think that has to be reintroduced. Otherwise, it would set a bad precedent with regard to relations between the States and the Centre. Both the Central and State Governments will have to give due importance to minorities. We cannot say that it is only the Central Government.
